- Create a new document (Ctrl+N): Width = 400, Height = 400
- Make sure that the colors are set as the default (Press D).
- Now, Filter > Render > Clouds.
- Now, Filter > Distort > Wave:

Wavelength: Min = 10, Max = 116
Amplitude: Min = 5, Max = 83
Scale: Horizantal = 100%, Vertical = 100%
Undifined areas = repeat around edges
- Now, Image > Adjust > Hue/Satuartion; choose whatever color you want.
- Now make a new layer. Then, Filter > Render > Clouds.
- Now, Filter > Stylize > Emboss: Angel = 135, Hieght = 10, Amount = 170.
- Now, Image > Adjust > Brightness/contrast: Brightness = -35, Contrast = 0.
- Now, Filter > Distort > Wave:
Settings
Number of Generators: 73
Type: Sine
Wavelength: Min = 10, Max = 92
Amplitude: Min = 5, Max = 20
Scale Horizantal = 100%, Vertical = 100% and repeat around edges
- On the new layer, Mode: Color Dodge.
