1. Create a new document (Ctrl+N):
   • Width: 400.
   • Height: 300.
2. Choose a color of your choice that's light.
3. Now use the pencil tool to color all over, but don't color up all the white (background).
4. Now choose the dark version of the color that you chose.
5. Now use the pencil tool and color all over again, and try not to color everything.
6. Now Filter > Blur > Radial Blur:
   • Spin
   • Amount: 60.
