Create a new document (Ctrl+N):
- Width: 400.
- Height: 300.
- Choose a color of your choice that's light.
- Now use the pencil tool to color all over, but don't color up all the white (background).
- Now choose the dark version of the color that you chose.
- Now use the pencil tool and color all over again, and try not to color everything.
- Now Filter > Blur > Radial Blur:
- Spin
- Amount: 60.
